As with every OTA update Android 4.3 is not being pushed to 100% of devices on the first day. The rollout is being watched and slowly increased over the next few days like with every Android upgrade. You can stop pressing "Check now" and your rants in the usual forums ("zOMG ANDROID PEOPLE YOU CAN'T DO ANYTHING RIGHT!!!! I'M WAITING FOR 10 HOURZ ALREADYZ!!!!") … you'll see the update soon 🙂
